Foundation
of industrial relations in Turkey in the modern sense was laid by the
Constitution of 1961, which not only recognized the right to organize unions to
both workers and employers but also the right of collective bargaining and the
right to strike and lockout.
Unions Act No. 274 and the Collective Agreements, Strikes and Lockouts Act No.
275 which were prepared and issued in 1963 pursuant to the guidelines of the
Constitution of 1961, fostered a system of democratic industrial relations. The
Constitution of 1982 regulated the system of industrial relations in a more
detailed manner than the former Constitution which puts particular emphasis on
peaceful labour relations in its social and economic rights and obligations
chapter. Today, trade unions and employer associations and their confederations
are governed by the provisions of the Unions Act No. 2821 and the Collective
Agreements, Strikes and Lockouts Act No. 2822 passed pursuant to this new
Constitution.
In Turkey, employer associations in the real sense have been organized only
after the entry into effect of the Constitution of 1961.
TISK was founded on 15 October 1961 when the following six employer associations
were organized under the title of "Union of Istanbul Employer Associations":

• The Metal Products Industrialists' Association
• The Wooden Products Industry Employers' Association of Istanbul
• The Textile Industry Employers' Associations of Istanbul
• The Food Industry Employers' Associations of Istanbul
• The Printing Industry Employers' Associations of Istanbul
• The Glass Industry Employers' Associations of Istanbul
After completing its nationwide organization, the name of the Union was changed
to the "Turkish Confederation of Employer Associations" on 20 December 1962 when
the Second Ordinary General Assembly was held.
The Confederation held its main offices in Istanbul until mid-1960, and on 5
August 1965, an Extraordinary Meeting of the General Assembly modified the
Articles of the Association and transferred its headquarters to Ankara.
At present TISK has 23 members and its budget is raised by dues paid by its
member associations.
